Pay Rate: £30.12 per hour (assignment rate)

Contract: Locum, 3-Months

Hours: Full-time

Main Duties of the Plan Manager:

  • Acting as a senior advisor in relation to school organisation and place planning matters: establishment of new schools; securing contributions from new housing development; School Capacity (SCAP) data management; and school/academy organisational changes.

  • Providing effective leadership for a team of school planning and organisation professionals working with strategic partners and stakeholders across St Helens.

  • Strategic planning and development of appropriate systems to ensure the effective management of school place planning, including the modelling of pupil number projections, across St Helens and to ensure relevant data is reported on an annual basis as required by the Department for Education (DfE).

  • Lead officer for school organisation, managing consultations and statutory proposals for changes to school organisation, driving the Basic Need Review and School Place Planning programme, advising on academy conversions and other school organisation issues.

  • Lead on statutory processes for school organisation changes including the management of consultation and statutory notices, developing and establishing new polices, monitoring their impact and ensuring compliance with the relevant DfE legislation, guidance and codes.

  • Monitor and report on the provision of school places to the Head of Service (Asset Management) and the wider Education & Skills leadership.

  • Ensure that services are provided in an effective and efficient manner to enable the Council to meet its statutory obligations for school place planning and delivery of the School Place Planning Strategy pillar of the Education Strategy.

Requirements of the Plan Manager:

  • Qualifications: A relevant research or management degree or post-graduate diploma.

  • Experience: 1+ year of experience within a similar role.

  • Compliance: Proof of ability to work and live in the UK. Current DBS and references covering the last 5 years.
