Sanctuary Personnel, a leading recruitment company within the private and public sector has a locum role for a Public Health Specialist to work full-time based in Welling, within the Public Health Department. The pay rate for this locum Public Health Specialist job is £350 - £450 per day and is an initial 3-month contract. Duties: Provide specialist public health knowledge and advice in the management of enquiries, incidents, situations and outbreaks of Covid-19 in Bexley Support the Bexley Public Health Response Cell through a system of prioritised case management Contribute to the Bexley Local Outbreak Control Plan and the work of the local Health Protection Board Be responsible for responding to and managing enquiries, situations and outbreaks identified in the Borough which relate to Covid-19 and outbreak control Drawing on specialist public health knowledge and providing guidance and support Manage cases in accordance with a prioritised response system Contribute towards the development of local outbreak management so that senior managers and partners are able to make informed decisions in relation to local outbreaks Provide guidance for the efficient management of cases and outbreak control Streamlining and automating reporting wherever possible Contributing to Local Outbreak Control Management Working closely with the designated person (1st on call) supporting them with outbreak management and other Pandemic response matters Utilising a range of skill sets to influence the development and design of the local response Updating, learning and keeping abreast of developments relevant to Covid-19, including legislation, guidance, new policies and best practice Train new PHRC members in the use of systems that have been developed to support the workflow of the Cell Enabling the effective utilisation of public health specialist skills (e.g. epidemiology), knowledge to improve priority population health issues during the pandemic Developing and sustaining effective and productive partnerships and proactively identifying synergies between public health priorities and other departments priorities and plans specifically where outbreak management may impact on services Contributing to high quality reports, programme plans, options appraisals, business cases and briefings for the Senior Management Team, and other committees and groups as necessary Contributing to wider Public Health and partner department/ organisations’ strategic planning, providing input and support in agreement with line manager Proactively seek opportunities to build the capacity and capability of staff, colleagues, and service providers to support residents to improve health and well-being Undertake other specified duties and tasks which the Director of Public Health deems necessary Ensure that working practices and processes are developed that maximise the use of new technology to ensure efficient and effective delivery of services to residents Automate reporting wherever possible – and provide it via self-serve platforms for clients Develop internal & external service or functional networks to facilitate joint working, sharing of best practice and information Maintain an up to date knowledge of the government guidance surrounding the management of Covid-19, assimilate this knowledge quickly to enable the swift support of elected members, service managers, external partners and the public Requirements of the Public Health Specialist: A positive attitude and the ability to cope with multiple and changing demands and pressures Be able to work flexibly, nimbly, reactively and proactively, autonomously and prioritise appropriately Be politically astute, a clear communicator, work effectively in a team and be able to take people with you to effect change Exercising specialist epidemiology and other specialist public health knowledge Be fully conversant with relevant statutory provisions and the Council’s constitution, processes and procedures and developing the full range of managerial and professional skills and knowledge to satisfy the requirements of the post Tact, diplomacy and attention to detail Degree or equivalent experience in a public health Evidence of continuing professional development Experience of working in a Covid 19 response role Experience of applying epidemiology and/or other specialist public health knowledge and advice in a fast-paced environment Good analytical skills and the ability to prepare clear and concise reports on complex issues and in formats suitable for a variety of audiences Knowledge and understanding of the role and functions of local government Experience of data management, including capturing data, organising data in line with recognised standards and sharing data securely in line with legislation Experience in translating government guidance into action Able to demonstrate a
