Sanctuary Social Care is currently looking for an experienced and dedicated Service Manager to work full-time within a Vulnerable Children Team based in Jersey. The ideal candidate will possess highly developed specialist knowledge of Social Work Practice in Children's Services and be registered with the Social Work England.

Summary:

  • Strategically lead, manage and embed educational teams directly addressing vulnerability in children and young people to deliver educational frontline services, ensuring the delivery of high-quality professional advice and support to schools and across CYPES, in accordance with Jersey policies, procedures and legislation, so that children are able to overcome barriers to learning and participation and to achieve their best.
  • Create and lead a new Vulnerable Children Team (VCT) through the deployment, management and development and integration of teams of specialists, including the Social, Emotional and Mental Health Team (SEMHIT), Educational Welfare Team (EWT), and Dedicated Safeguarding Officer (DSO), working closely with the Service Managers for SEN&D and Psychology and Well-being, and the Heads of Service for Early Years and School Improvement and Advisory Service, to ensure high-quality services to schools, children and families.
  • Work directly with schools, education provisions and other stakeholders to improve standards of education and attainment of CLA and other vulnerable groups, and to work closely with schools and colleagues to ensure appropriate plans are in place for vulnerable pupils. This currently includes the management of the allocation of CLA Jersey Premium for those placed off-island to ensure effective use and allocation of this resource.
  • Act as an educational champion on behalf of Education and for vulnerable pupils, including individual children and young people with specific concerns, challenging and supporting social care (statutory services) and professional staff in schools and Governing Bodies, in order to promote high aspiration and to raise achievement through targeted intervention.
  • Lead, develop and implement an overarching education strategy to meet the needs of vulnerable children and young people, ensuring a focus on developing and implementing the NEET (Not in Education, Employment nor Training) strategy in order to reduce the number of those potential NEETs across Jersey, with a focus on early intervention.

Requirements of the Service Manager:

  • Degree or equivalent in social work
  • Current Social Work England registration
  • Senior level frontline experience within children's services
  • A recognised teaching qualification, for example, the Post Graduate Certificate of Education (PGCE).
  • Knowledge of the Education Service, the curriculum and Education Law.
  • Up to date knowledge of Education strategy, policy and learning, particularly that which relates to the teaching of children with social, emotional and mental health needs.
  • Up to date and extensive knowledge in the field of improving outcomes for children who are looked after (CLA)
  • A detailed understanding of alternative educational provision and related activities, and the Additional qualification in Special Educational Needs or Educational Psychology
