Job Summary:

  • Providing strategic and operational leadership for the delivery of Refugee Resettlement and Asylum Seeker (including people with No Recourse to Public Funds) Services. Managing the resources that fund services to refugees and asylum seekers in a way that complies with funding instructions (largely from Home Office schemes) and Bristol City Council processes and also provides support and opportunities in line with Bristol City Council duties and strategic objectives for refugees and asylum seekers.
  • To play a leadership and management role in the delivery of Bristol City Council Strategy for Refugee and Asylum Seeker Inclusion. This means a scope of responsibility that ranges from meeting basic needs to wider objectives of safety, inclusion and promoting the independence of refugees.

Main Duties & Responsibilities:

  • Provide system-wide leadership, working with key partners, to provide refugee resettlement services in line with grant funding instructions and Bristol City Council Strategy. Provide system wide leadership that supports delivery of support for asylum seekers and those with no recourse to public funds in line with practice guidance, that delivers the council’s duties and aligns with strategic objectives. Provide high quality and effective interventions, to deliver council strategic objectives in this area:Meeting Basic Needs/Social Inclusion/Economic Inclusion/Building a Haven/Influencing the System
  • Lead on the development of effective joint working arrangements with key partners in the Integrated Care System and Voluntary, Community and Social Enterprise Sector. Contributing to system wide action to align strategy and across key partners.
  • Lead on the delivery of effective and equitable access to support and services that promote the wellbeing and inclusion of refugees and asylum seekers. This is delivered both through the operational management of colleagues in the Refugee Resettlement and Asylum Teams and also working with specialist and mainstream service providers of the following key services: Housing, Health, Education/Employment and Skills/Language and literacy/Legal advice/support/Social and cultural/Safeguarding
  • Provide strategic leadership for all commissioned services that make use of resettlement grants or Asylum Funding. Liaise closely with commissioners, grants managers & procurement in the course or ensuring that all external provision is commissioned in line with council processes.
  • Ensure strategic, operational, systems and democratic alignment.
  • Sound financial stewardship of public funding in accordance with national/local government requirements & aligned to local strategic objectives, to include financial management of a budget that has involved the deployment

Selection criteria questions:

  • Significant migrant health and wellbeing, housing, care, education and/or equalities experience at senior management level.
  • Degree or professional qualification in housing, social work, environmental health or related discipline, or equivalent qualification, and or equivalent experience.
  • Knowledge and understanding of how refugee and asylum systems operate
  • Right to work in the UK
  • Available to start ASAP
