We have an exciting locum opportunity for a Head of Service with UK experience to join our team.

Location: Walsall

Pay rate (Assignment rate): £600 per day

Contract Length: 3-Months

Shift Pattern: Working outside of standard office hours may be required. There is a requirement to work flexibly at all times with due regard to prevailing workloads and priorities. Attendance at evening and other out-of-hour meetings as required although this is not expected to be regular or routine. 

Duties:

  • Communicate verbally with customers and provide advice and/or information in accurate spoken English
  • Lead the development, implementation, maintenance of the People Commissioning function
  • Oversee performance of the Commissioning service whilst driving consistency across People commissioning
  • Work closely with Procurement & Contract Management Head of Service to ensure resources are deployed appropriately
  • Accountable for leading on all aspects of people commissioning activity, including effectively managing, administering and coordinating all activities associated with the commissioning cycle (except procurement & contract management)
  • Defining “what good looks like” and developing procedures to implement as well as sharing policies, procedures and guidelines in relation to commissioning
  • Work alongside Commissioning Leads to ensure commissioning activities are consistent and effective
  • Provide support, direction and guidance as well as leadership and expert knowledge to the Commissioning Team
  • Liaising with Procurement & Contract Manager HOD to ensure the efficient deployment of resources across the hub
  • Act as a conduit for communication between hub areas
  • Brokering a service - encourages a more consistent and informed way of brokering services for users, using market insight and knowledge about providers who can best meet their needs
  • Creation of service design / specification documents
  • Decommissioning existing services where applicable and identifying what needs to replace it (if anything)

 

Requirements for the Head of Service role:

  • Demonstrate excellent communication skills with the capability to deal with people at all levels, to facilitate engagement with transformational activity
  • Able to effectively operate in a matrix environment 
  • Able to demonstrate a broad and thorough understanding of social care commissioning and the role of commissioning in a whole system approach to care
  • Able to evidence a strategic approach to market management that encourages co-production and partnership
  • Able to demonstrate a commercial approach to negotiation and the management of key contracts
  • Able to work in an environment of uncertainty and continual change
  • Able to feel comfortable making decisions and setting direction without having the full picture and re-focus as details emerge
  • Able to take forward areas of internal and partner work in a thoughtful, proactive way, linking this back to internal practices and highlighting areas where growth or change is required, with attendant threat and risk analysis
  • Demonstrate an authoritative voice on matters of strategy change and policy, engendering trust and confidence in your approach
  • Significant experience of working collaboratively in high performing teams in matrix environments with a wide range of senior stakeholders to deliver change
  • Able to deliver a whole of life approach to commissioning by experience gained through commissioning in Adults & Children’s social care settings
  • Good analytical, conceptual and financial analysis skills, and familiarity with financial reporting tools – with a demonstrable ability to develop and deliver against financial and resource constraints 
  • Previous experience of delivering creativity, innovation and nudge activity within a complex organisation
  • Significant experience of the commissioning of care and support within an integrated care system
  • Previous experience in establishing and/ or coordinating a multiagency research/partnerships across organisations 
  • Previous experience of developing evidence based practice within a complex organisation
  • Previous experience in reporting to senior teams and working with Executive level managers across different agencies
  • Evidence of continuous professional development 
  • Educated to degree level, preferably with a post graduate qualification, or able to demonstrate the appropriate level of experience
  • A recognised programme or project management qualification  
  • Quality improvement qualification or willingness to develop
  • An awareness of, and commitment to, equality of opportunity
