Sanctuary Personnel, a leading recruitment company within the private and public sector has a locum role for a Transformation Programme Manager to work based in Tower Hamlets.

The pay rate for this Transformation Programme Manager role is £400 per day (LTD) and has an initial 3-month contract.

Main duties:

  • Deliver high quality, value for money services, driving forward a culture of continuous and ambitious improvement with a core focus on improving the quality of life for those living and working in the Borough
  • Work in partnership with internal and external stakeholders to maximise choice and responsiveness, to the needs and aspirations of the local community
  • Provide accurate and timely advice to senior officers and elected Members
  • Ensure that service design is focused on the needs of the user and that solutions are fit for a multi-cultural 21st century community, whilst fulfilling statutory responsibilities and responding to national, regional and local priorities and objectives
  • Ensure all projects have a good evidence base and the assumptions that underpin benefits and potential risks are understood and accepted by Corporate Directors, senior officers and Members as appropriate
  • Ensure that programmes are co-ordinated and aligned to the Medium-Term Financial Strategy ensuring that measurable outcomes are delivered, monitored and realised and efficiency targets are met

Requirements of the Transformation Programme Manager:

  • Demonstrable experience of initiating and leading complex projects and programmes with significant change management elements within a large, political, organisation
  • Recognised formal practitioner qualification(s) in project and programme management (e.g. MSP, APM, Agile PM, DSDM PRINCE2, certified change management or equivalent)
  • Expert in multiple project and programme management approaches / methodologies including Waterfall, Agile and Theory of Change
  • Extensive knowledge of a range of quality, performance and project management tools and techniques e.g. estimation, planning and benefit mapping
