Sanctuary Personnel, a leading recruitment company within the private and public sector has a locum role for a Social Work Strategic Lead to work full-time (37 hours per week) based in Bury, within the Inclusion & Partnerships Team.

The pay rate for this locum Strategic Lead job is £450 - £550 per day and is an initial 3-month contract.

Some evening and weekend work will be required.

Duties:

  • Strategically lead and manage the Inclusion and Partnership functions of the Directorate, including the effective management of business systems, processes and functions in delivering high quality education and inclusion services, through partnerships, to children in all education settings, schools, academies and colleges, and specifically those with special education needs and / or disabilities, and the vulnerable and disadvantaged
  • Effectively and efficiently manage resources as allocated, ensuring best value and maximum impact on ensuring all education settings, schools, academies and colleges deliver high quality and inclusive education provision to meet the needs of all children and young people in Bury, through inclusive partnerships, and in the brokerage and convening of education and inclusion support solutions, including governance arrangements
  • Lead on the delivery of relevant aspects of the Directorate strategic plan and programmes delivery for inclusion and partnerships on behalf of the Directorate and Council
  • Ensure all children and young people are able to access high quality education and inclusion provision and partnerships within Bury, which meets their individual needs and promotes high achievement for all in order to secure their life chances
  • Management of budgets for the Inclusion and Partnerships Division
  • Project budgets as required
  • Strategically lead and manage the Inclusion and Partnerships function
  • The provision and brokerage of high quality inclusive education and support services to meet the needs of all children and young people in Bury, through high quality and effective multi-agency partnerships, to secure their life chances
  • Promoting inclusive settings, inclusive schools, inclusive partnerships, inclusive communities
  • Lead on the transformation and change management within the function and on behalf of the wider Directorate and Council
  • Significantly contribute to the strategic management of the Children, Young People and Culture Directorate as a member of the Senior Leadership Team and the Education and Inclusion Leadership Team
  • Develop and deliver strategic and service development plans, ensuring alignment with the broader strategic aims of the Directorate, Council and delivery partners
  • Ensure effective delivery of the overall vision, values and strategic objectives of the Directorate and the Council
  • Engage with and contribute to regional and national initiatives and groups that impact upon the work of the Inclusion and Partnerships function and wider Directorate
  • Lead a positive, forward looking, outcome and customer focused team, within a culture of high performance and service delivery
  • Advise and brief elected members as required
  • Ensure all activities within the Inclusion and Partnerships functions are delivered in accordance with legislative, regulatory and other relevant national standards, as well as to Council expectations
  • Utilise appropriate performance management and improvement processes to ensure services are delivered in an effective, efficient and ethical manner within an inclusive culture of partnership and collaboration
  • Lead of the management, development and implementation of new systems, processes, procedures and working practices within the Division
  • Lead, represent and contribute to projects and other working groups with the Directorate and Council
  • Investigate and act upon complaints and other feedback in accordance with policy and procedure
  • Operationally lead and manage staff within the Inclusion and Partnerships functions as part of the wider Directorate leadership Team
  • Undertake appraisal and performance management of reporting service and team leaders
  • Ensure appropriate CPD opportunities are available to staff, and that these contribute to the effective performance and development of the Division
  • Regularly review the Divisional staffing establishment and structures to ensure alignment with service requirements
  • Manage budgets within the Inclusion and Partnerships functions, ensuring efficient and effective and controlled use of expenditure

Requirements of the Strategic Lead:

  • Degree in relevant subject/or Education Qualification to PGCE level
  • Current Social Work England registration
  • Be accountable for the Inclusion and Partnerships functions, providing reports to Senior Officers and Elected Members as required
  • Be responsible for, and committed to, safeguarding and promoting the welfare of children and young people and for ensuring that they are protected from harm
  • Be responsible for own personal and professional development to meet the changing demands of the role, through training and development as required
  • Detailed knowledge of education legislation relating to schools, colleges and academies, including statutory duties and responsibilities for children and young people with SEND, and the vulnerable and disadvantaged
  • Management, Health or SEND National Qualification preferable
  • Clear understanding of the legislative framework in relation to Education (including Special Education Needs and Disability), vulnerable and disadvantaged children, education and training
  • Detailed knowledge of School and LA inspection process in relation to Education
  • Good understanding of the political context and environment of local government
  • Substantial experience of the management and delivery of services, strategic level planning and HR processes in local authority/or school, academy, college/ or guidance service
  • Experience of managing change in a major organisation
  • Experience of successfully managing teams and individuals and bringing about substantial improvements in performance
  • Experience of successfully developing and sustaining effective partnerships
  • Significant experience of managing financial budgets
  • Project planning and process management skills
  • Highly developed interpersonal and communication skills, including the ability to negotiate and influence
  • Ability to develop effective strategies in response to new legislation and central government priorities and initiatives
  • Ability to lead in a complex organisation environment
  • Demonstrates a coherent vision for inclusive Children’s and Young People’s Services and partnerships
  • Demonstrate strong commitment to the public service
