Sanctuary Executive is currently looking for an experienced and dedicated Senior Quality and Contracts Officer to work full-time within an Adult Service in Oxford. The ideal candidate will possess highly developed specialist knowledge of social work practice in children services and be registered with the HCPC.

The pay rate for this locum Senior Quality and Contracts Officer job is £28 - £35 per hour (LTD Company Equivalent) and is an initial 5-month contract.

Main purpose of the job:

  • To provide supervisory support to a small flexible pool of Quality & Contracts Officers.
  • Undertake tasks across the full range of contracting activities as required.
  • The job holder will be expected to work flexibly across service user groups (adults, children, older people) in line with the priorities determined by the Quality & Contracts Team but in practice they are likely to specialise by client group or type of service depending on the skills and experience of the post holder, as agreed with their line manager.
  • This post holder is responsible for ensuring that all relevant County policies and procedures are adhered to and concerns are raised in accordance with these policies.
  • Work in accordance with the County council values and competency framework.

Main Duties:

  • To assist the Quality & Contracts Manager (QCM) to develop, monitor and administer service agreements and contracts taking into account the views of users, carers, colleagues and other agencies.
  • To supervise and support a small group of staff in delivering contract management activities within the context of the council's commissioning strategy.
  • In conjunction with the Quality & Contracts Manager to liaise with Lead Commissioners to review and renew contracts, internal and external service agreements and to assist where required to commission new services.
  • To ensure that all services are managed in accordance with Directorate and Council procedures and that appropriate contract governance is maintained at all times.
  • To support Providers in achieving compliance with requirements in regulations, contracts or service agreements including troubleshooting and advising, including Providers that do not currently have a Contract or Agreement with the Authority.
  • To ensure continuous improvement of services, through discussion and good communication with people who use services, carers, providers and operational staff.
  • Help to ensure that key services are delivered, reviewed, redesigned, and monitored in an open, transparent and commercial environment that ensures efficient use of resources for the council.
  • To be personally responsible for managing a portfolio of contracts that may be both service area specific and cross cutting within a specified budget as required.
  • Help design outcome-based service specifications in consultation with colleagues and partners
  • Ensure that outcomes for users, carers and families are at the centre of contracting activities and that plans are developed and implemented with their involvement.
  • Ensure that all contracted services comply with the requirement to safeguard all children and vulnerable adults in line with current legislation. Where appropriate escalate where this is an area for concern or where this is not being achieved to senior managers for action and for onward reporting to Safeguarding Boards.
  • Support the interface with colleagues in operational teams so that there is close communication both formally and informally on shared work, and proportional and appropriate support to associated and linked work programmes.
  • Support the development of relationships with key suppliers in your area, and work with colleagues across the Joint Commissioning Team to establish and maintain an effective and consistent dialogue with the market across Oxfordshire, and as appropriate regionally and nationally, ensuring that the market develops in line with the strategic needs of the council.

Requirements of the Senior Quality and Contracts Officer:

  • Educated to a minimum of 'A' level standard or equivalent or Qualified social care, education or health professional, or equivalent (e.g. voluntary sector/housing) or Procurement and Contracts related and/or Care Commissioning qualification by examination or working towards any of the above.
  • Understanding of ICT in relation to achieving effective QPC control.
  • Good understanding of contract management and/or procurement in the social and health economies.
  • Knowledge of tools used to commission services effectively.
  • More than one year of experience of managing contracts and/or social work and/or commissioning and/or procurement services in the public sector.
  • Broad experience of working jointly with partners in the NHS - both providers and commissioners.
  • Experience of Staff Management
