Sanctuary Personnel, a leading recruitment company within the private and public sector has a locum role for a Property Transformation Manager to work in Westminster.

The pay rate for this Property Transformation Manager role is £489.83 per day and has a 3-month contract with the possibility of extension.

The Corporate Property Directorate includes a range of estate and asset functions with the purpose being to maintain existing assets, purchase, sell and develop land and property, drive income to support council services and undertake tenancy management including collection of rents and service charges - including managing the council leased-in obligations. The Directorate has an in-house staff of around 50 fte and external contracted partners.

Main Duties:

  • Defining and documenting the new service strategy through several reports for a range of audiences
  • Write and evaluate, working with People Services, job descriptions and other information
  • Design, manage and implement a communication, change and project plan
  • Communicate with staff members helping to answer their questions tracking any queries to resolution
  • Lead on the consultation processes
  • Updating the Property DLT team and raising any concerns
  • Recommend strategic options for change with sound reasoning and evidence
  • Articulate the journey for the Directorate to undertake
  • Ensure that all relevant documentation is written and shared as appropriate including Cabinet Member briefings, service strategy, restructure documentation, equalities impact assessments amongst others.
  • Confidently articulate the end vision to several different audiences across the council
  • Engage and consult with stakeholders including unions and explain the rationale and way forward

Requirements of the Property Transformation Manager:

  • Know how to develop and implement new strategic service models
  • Be able to effectively articulate options and make recommendations for change
  • Be an experienced Transformation Programme Manager and have experience of running restructures within a local authority
  • Be able to engage with a variety of stakeholders at all levels
  • Be qualified as a Change and Programme Manager
  • Likely to have a background in HR and people services
  • Be tactful and appreciative of how disruptive change can be for people
  • Understand that service improvement and future service planning is key
