Sanctuary Personnel, a leading and award winning recruitment agency is currently looking for an experienced and dedicated Fleet Transport Project Manager to work based in Wembley.

The pay rate for this locum Project Manager job is £33.05 per hour (Assignment rate) and is an initial 4-month contract.

Duties:

  • Support the Commissioning Manager, in bringing forward and implementing a number of opportunities for the fleet transport service
  • Explore and deliver options around the fleet management service
  • Be responsible for delivering a series of projects that will deliver new service routes and options for the council that will change the way the fleet transport is delivered to the end client
  • Be responsible for ensuring good project management, stakeholder engagement, and ultimately sustainable solutions for the council
  • Take responsibility and manage the fleet transport projects and deliver savings proposals/better service outcomes as a result
  • Work with other project managers and make a proactive contribution
  • Working flexibly and positively to achieve the objectives of the Council
  • Bring forward investment opportunities for investment decision making and delivery, including writing concept papers, business cases and Cabinet reports
  • Lead and work within a One Council culture to deliver consistent and cost effective projects
  • Provide leadership and management to achieve high performance and effective operational delivery; which will include managing the effective use of financial resources
  • Working closely with the Commissioning Manager to support effective working relationships with relevant portfolio holders
  • Support the Commissioning Manager on partnership working, including acting as an effective ambassador and advocate with external organisations
  • Be responsible and accountable for ensuring that the project(s) overall, and all work-streams within it are delivered to requisite Council high standards
  • Manage project budgets and ensure that the Council’s financial management and reporting protocols are adhered to
  • Be responsible for contributing to the effective management, development and delivery projects within the remit of the Environment & Regeneration directorate
  • Work across Directorates, in partnership with internal and external stakeholders, selected contractors and consultant(s), required to help the delivery of the project
  • Take responsibility for specific project work ensuring that services provided are continuously monitored and reviewed so that they are of the highest quality and responsive to local needs
  • Assist the Commissioning Manager in maximising community benefits through the project development/commissioning process ensuring positive outcomes
  • Support the implementation of the fleet transport projects including TUPE
  • Be responsible for producing high quality plans and reports up to senior stakeholders
  • Lead in compiling regular progress reports and identifying and managing project risks/issues
  • Collaborate with stakeholders to develop solutions in response to issues/risks and to manage and control project changes in line with established protocols
  • Build strong working relationships with principal stakeholders and internal clients to ensure the successful delivery of the project
  • Act in such a way that at all times safeguards the health and well being of children and vulnerable adults

Requirements of the Project Manager:

  • Relevant professional qualification –project management/programme management background
  • Leadership, vision, project management, planning, financial management, ambition and drive to really bring about change
  • Evidence of significant relevant CPD
  • Experience of transformation projects, commissioning services, fleet transport experience
  • Understanding and experience of driving quality and value for money
  • Experience in bringing forward investment opportunities
  • In depth knowledge of project management techniques, including governance, dependency management, risk management and financial management
  • Understanding of local government, finance and experience of managing complex budgets, undertaking financial appraisals and generating income
  • Experience of successfully managing delivering transformation/service change projects to time and to budget
  • Experience of negotiating contract prices and knowing how to challenge cost and quality
  • Experience of internal and external stakeholder management
  • Experience of procurement processes
  • Good market awareness
  • Ability to undertake project planning over the short, medium and long term, incorporating a detailed critical path, milestones
  • Ability to lead people, performance and budgets in pursuit of the timely delivery of construction projects
  • Ability to be effective in working with professionals from other disciplines and brokering discussions, when required on measures that will overcome barriers to project delivery
  • Strong listening skills, ability to capture and knowledge manage
