Sanctuary Executive is currently looking for an experienced and dedicated Programme Lead to fill a full-time role within a Joint Finance Project that will be based in West Yorkshire.
The pay rate for this locum Programme Lead job is to be confirmed and is a 3-6 month contract.
About the role:
- To provide highly skilled and adaptable expertise to lead the programme management function for the delivery of the Joint Finance Project. Driving the delivery Plan and its programme of transformation, ensuring work remains aligned to the Council Plan. To work closely with the Outcome Lead to deliver business change, specifically and most importantly, contributing to the successful implementation of major transformational change programmes financial control in Children's Services.
- Provide coordination and consistency of performance, working within the corporately adopted governance and programme management cycle and methodology to successfully develop, manage and implement programmes and project plans within time, cost and quality parameters.
Main Duties:
- Directly responsible to the AD Performance, Commissioning , Partnerships, however working closely with the senior colleagues from Corporate Services to prioritise plans and develop a work programme for the Programme Team., this is a senior role and as such the post holder will receive minimal line management direction and will have extensive autonomy in the range of decision making and powers in developing their area of responsibility.
- Expected to deal with complex problems on a regular basis, frequently using own initiative to reach creative solutions, or making recommendations to the project steering group, AD Performance, Commissioning, Partnerships, Strategic Directors, Assistant Directors, Departmental Management Teams and Elected Members.
- To influence, support and work with senior leadership to drive forward the Joint Finance Project by embedding and supporting a learning and responsive management culture based on championing high standards of performance through clear programme and project planning.
- Take lead responsibility for effective stakeholder management across the Joint Finance Project sector, to identify and realise the benefits of the Programme and their linkages to other Council and partner Programmes in line with corporate priorities for the District.
Requirements of the Programme Lead:
- L5 - NQF Level 5 - Bachelors Degree or equivalent level or professional qualification in a relevant discipline.
- A formal Project Management qualification e.g. PRINCE 2, MSP or significant programme and project management experience amounting to 5 years.
- Demonstrate knowledge and understanding of the duties and responsibilities that underpin the work of within the joint Finance Project
- Able to successfully initiate and manage projects through to completion, including the development and introduction of new initiatives, inclusive planning, risk management, and establishing clear end points with measurable outcomes.
