Sanctuary Personnel, a leading recruitment company within the private and public sector has a locum role for a Procurement Category Officer to work within a Project Team based in Tower Hamlets.

The pay rate for this Procurement Category Officer role is £400 per day (LTD) and has an initial 3-month contract.

Main duties:

  • Undertake market research
  • Analyse spend and contract data
  • Develop sourcing plans
  • Undertake benchmarking and soft market testing
  • Have ownership of a number of sub-categories
  • Develop sub-category plans to support the Category Plan and Prepare business cases
  • Support the delivery of savings and benefits detailed in the Category Plan
  • Use appropriate best practice category management techniques to ensure that procurement initiatives have the best possible opportunity of achieving or exceeding the benefits forecasted in the Category Plan
  • Drive forward innovations and improvements in the sub-categories in order to deliver the Council’s vision of excellence in procurement, including the achievement of cost savings target
  • Attend regular 1-2-1’s with the Category Manager to review progress against agreed milestones and identify any current or anticipated issues that threaten the success of the milestones
  • Document category activity undertaken using agreed templates

Requirements of the Procurement Category Officer:

  • Full member of Chartered Institute of Purchasing and Supply (MCIPS) or equivalent strategic procurement/sourcing experience
  • Professional procurement experience, with a strong track record of success in delivering financial savings and other achievements, and exposure to the nominated category, ideally having operated at a strategic level
  • Significant experience of the range of public procurement procedures including Competitive Dialogue
  • Extensive experience and applied knowledge of their areas of responsibility, developing the commercial strategy to support council priorities taking into of market and quality assurance requirements
  • Project management experience, ideally within a formal project management framework, e.g. PRINCE2
  • Experience of challenging established ways of working and managing change
