Sanctuary Personnel, an award-winning and renowned Recruitment Agency is looking for an experienced and dedicated Band 7 Placements Manager to work based in Kent.

The pay rate for this locum Placements Manager job is £41.45 per hour (Assignment rate) and is an initial 1-month contract.

Duties:

  • Support the Head of Placements in ensuring that individual placements are managed effectively and efficiently and take the lead the delivery of the service to customers
  • Be assigned a key area of speciality (i.e. Children/ People with Mental Health,/ People with Neuro Rehabilitation needs/ or People needing placement through a Section 117.) but they will be expected to provide cover across a variety of placements as and when necessary
  • Provide placement management support to CCGs for individual’s needs that cannot be met through standard CCG and IFR commissioning arrangements
  • A coordination and assurance function to ensure that effective mechanisms are in place to ensure effective placements management
  • Ensuring that the ‘Responsible Commissioner’ is identified appropriately
  • Ensuring that consent to placement or a change to placement arrangements has been obtained
  • Ensure the placement request meets the clinical eligibility criteria and has clearly defined clinical outcomes, cost and length of time the treatment / placement will be required for
  • Ensure there is sufficient information to enable the CCG/ Clinical panel to make an informed decision
  • Coordinate the review of individual placement arrangements providing advice and guidance to commissioners as appropriate
  • Ensure the CCG is compliant with statutory requirements relating to individual placements including as applicable timescales for agreeing a 0-25 Education Health and Care Plan that specifies the need for a continuing care package, placement, treatment programme or specialist equipment
  • Ensure safe storage of records in accordance with the data protection Act
  • Manage and record all conversations with individuals and families where appropriate
  • Providing support and advice to referrers including as applicable local care coordinators who are accountable for providing holistic case management for Mental Health patients
  • Support the investigation and management of the serious incidents relating to individual placements
  • Support the Deputy Head of Placements with governance and system management tasks, including dealing with complaints, enquiries and appeals
  • Work with IPM and service providers to ensure that quality reviews to ensure all aspects of the placements are effectively monitored assuring delivery of joint action plans as required
  • Support the overall management of Out of Area /performance –coordinating activities that support panels and decision making processes
  • Act as a point of contact for supporting management of complex queries and working with stakeholders to resolve clinical placement discrepancies
  • Support the achievement of key performance standards reporting/ liaising to/ with CCGs and external agencies and out of area providers
  • Manage all corporate business returns, including planning and workforce returns
  • Develop and implement a content management system to ensure information is properly managed and best practice is shared across the team, Directorate and the wider NHS organisation
  • Take a lead in the coordination of training & development and recruitment activity across the Team

Requirements of the Placements Manager:

  • Flexibility, an understanding of and sign up to the culture, values and vision of the organisation and a desire for continuous personal and organisational development and improvement
  • A strong understanding of the commissioning of placements and/or individualised packages of care essential for this role
  • A background in Mental Health (including section 117) would also be an advantage
  • Educated to degree level in relevant subject or equivalent level qualification or significant experience of working at a similar level in specialist area
  • A relevant professional qualification i.e. nursing, AHP, registered social worker or evidence of equivalent high level experience of working at a similar level in specialist area
  • Experience of complex case management
  • Experience of working in the health and or social care sector
  • Evidence of effective working across multiple organisations
  • Evidence of working collaboratively with other professionals from health, education, social care and the voluntary sector
  • Clinical knowledge relating to commissioning
  • Experience of commissioning services
  • Significant experience of successfully operating in a politically sensitive environment
  • Evidence of continued professional development
  • Demonstrated experience of co-ordinating projects in complex and challenging environments
  • Experience of managing risks and reporting
  • Experience of drafting briefing papers and correspondence at SMT level
  • Experience of monitoring budgets and business planning processes
  • Understanding of the public sector
  • Demonstrated experience in a Healthcare environment
  • Evidence of knowledge of relevant policies and guidance to the placement area i.e. “who pays”, “National Framework for Continuing Healthcare” , Mental Health Act, National Framework for Children’s Continuing Care, Children and Families Act 2014, implementation of personal budgets
  • Experience and knowledge of Care Quality Commission processes and Quality Review systems
  • Experience and knowledge of Safe Guarding Children/Adult procedures /processes
  • Comprehensive knowledge of project principles, techniques and tools, such as Prince 2 Foundation and Microsoft Project
  • Ability to prepare and produce concise yet insightful communications for dissemination to senior stakeholders and a broad range of stakeholders as required
  • Experience of creating and giving presentations to a varied group of internal and external stakeholders
  • Experience of being able to clearly and sensitively inform patients / carers of a funding decision
