Sanctuary Executive is currently looking for an experienced and dedicated Intelligence and Performance Manager to work full-time within a Public Health Service based in Tower Hamlets.

The pay rate for this locum Intelligence and Performance Manager job is £353.12 per day.

Summary:

  • To ensure that intelligence and performance for client Directorates is coordinated and comprehensive to facilitate the development of recommendations that lead to decisions that are based on the best possible evidence.
  • To facilitate client Directorates to develop proactive products which lead to solutions that improve outcomes for residents and communities.
  • To ensure there is appropriate accountability and transparency of the council's performance to residents and customers, partners and regulators.

Main Duties/Responsibilities:

  • Lead on service review and improvement projects within the client Directorates, challenging and supporting services to improve outcomes and aim for the best. This will involve preparing and drawing on a range of qualitative and quantitative evidence to support service improvement activity, directly presenting it to service stakeholders and providing constructive challenge as appropriate.
  • Manage the research, collation, capture, storage and publication of evidence and datasets to support strategic planning and decision-making within client Directorates. This will entail management of the performance and intelligence team in identifying internal and external datasets that will help the council to understand patterns of need and service demand within the borough and putting in place the systems and processes required to enable efficient capture and storage of these data.
  • Manage and quality-assure the production of needs assessments and analytical products for client Directorates to support strategic planning and commissioning. This will involve managing the output of officers to prepare statistical reports and direct drafting where required.
  • Manage teams of analysts across the Council and partnership to ensure that evidence and data is joined up and shared to support better planning and decision-making. The post-holder will be required to liaise with colleagues across the authority and within partner organisations in order to ensure that data and intelligence are shared widely and efficiently in order to support more effective decision-making.
  • Manage quality assurance and compliance activities as required across client Directorates. This will include managing officers in processes such as checking and chasing implementation of audit recommendations and completing corporate data collection exercises.
  • Work with client Directorates to design key performance indicators to reflect priority outcomes and build the necessary systems and processes to capture and report against these.
  • Manage and quality-assure the development of systems and processes to enable efficient capture, recording, validation, analysis and reporting of data against key performance indicators for client Directorates. This will require the post holder to be an expert in the corporate performance management system and oversee officers in using it effectively.
  • Manage and quality-assure the preparation of cyclical and ad-hoc client Directorate performance reports and present these directly to senior management, members, the public, regulators and other external stakeholders as required.
  • Be the leading expert for the organisation on statutory data and reporting frameworks for client Directorates and undertake all necessary data collection, validation, analysis and reporting to enable compliance with these.
  • Lead completion and submission of assigned statutory returns working with stakeholders in client Directorates and obtaining sign-off as required.
  • Liaise with senior officers to ensure appropriate support, guidance, advice and challenge to client Directorates in improving data and completion statutory returns to ensure that the Council's performance is maximised within these.
  • Lead the provision of data quality monitoring and feedback to client Directorates and work with services, providers and partners to secure continual improvement.
  • Manage the provision of operational management information to client Directorates to agreed timetables and specifications.

Requirements of the Intelligence and Performance Manager:

  • Ideal candidate will have experience management experience
  • Experience of managing performance management, intelligence and data quality arrangements and operations.
  • Ability to produce information for external regulators including for inspection.
  • Experience of data protection and safeguarding frameworks.
