Sanctuary Personnel, an award-winning and renowned Recruitment Agency is looking for an experienced and dedicated Complex Campaign Manager to work based in Bootle.

The pay rate for this locum Complex Campaign Manager job is £200 per day and is an initial 8-month contract.


  • Have a key role in supporting the business in the recruitment and selection of the right people with the right skills and experience at the right time to meet key business requirements
  • Be part of HSE’s in-house resourcing team, who support resourcing across different business areas and specific resourcing projects in HSE
  • Be project managing resource delivery of several vacancies from a range of areas through our suppliers, providing advice and support to managers and ensuring we meet the timescales in the overall delivery plan
  • Provide a quality assurance role so that job adverts and selection processes meet the needs of the vacancy holders, will attract a diverse pool of candidates and provide a great candidate experience
  • Ensure that suppliers identify the most effective advertising and marketing methods, working with Government Resourcing Service, the Civil Service Professions, communications colleagues and third-party providers to successfully deliver a quality recruitment process
  • Manage and report on the performance and budget for your vacancies, providing insight on outcomes and performance, with regular updates to senior managers towards delivery plans, identifying areas of concern and recommending solutions
  • Understanding business requirements and project manage the delivery of recruitment campaigns, employment checks and onboarding
  • Ensure Civil Service Recruitment principles, HSE vacancy policy, Diversity and employment law are met in all recruitment and selection activities
  • Planning activities in line with the business resourcing requirements, working with other resourcing managers, senior managers to deliver services through external providers
  • Effectively contract manage and build successful relationships with HSE’s external providers for recruitment and selection activities
  • Provide professional guidance and advice to vacancy managers on selection methods and Civil Service Recruitment Policy, critically challenging assumptions to decide on the most suitable, cost-effective solutions, including making best use of the Civil Service Success Profiles
  • Set appropriate and innovative marketing strategies for each role/job discipline, managing HSE channels to attract and retain a diverse and relevant candidate pool
  • Working with external and internal partners to reach new talent pools through networking events and groups to build HSE employer brand awareness
  • Develop relationships with Civil Service wide professions to maximise Cross Civil Service initiatives
  • Evaluate outcomes and report on recruitment progress for internal and external stakeholders, e.g. programme and management boards
  • Maintain, monitor and report on delivery plans and budget spend

Requirements of the Complex Campaign Manager:

  • Relevant qualification
  • Experience and knowledge of working in recruitment and selection with exposure to some of the following areas: attraction, application, sifting and selection tools, evaluation of campaign effectiveness
  • Ability to effectively manage multiple projects at various stages through to completion
  • Good communication skills both verbal and written with a variety of internal and external stakeholders
  • Ability to work well with colleagues and customers at all levels and create a supportive and inclusive environment
  • Analytical skills to analyse and evaluate information, and produce clear/concise information and reports
  • Flexibility and initiative to work in a changing environment
  • IT skills, including experience in using Microsoft Office
