Sanctuary Social Care is currently looking for an experienced and dedicated Interim Commissioning & Resources Service Manager to fill a full-time role within the Children's Service based in South East England.

The pay rate for this locum Interim Commissioning & Resources Service Manager job is £450.00 - £550.00 per day (LTD Company Equivalent) and is an initial 3-month contract.


The council feel they haven't been effective enough in the market and therefore feel they need an overhaul of how they approach the market for new providers and negotiate with/ manage current providers.


They are also in the position where the authority needs to develop its newly structured Placements/ Brokerage services for Adoptions and Fostering, which will sit within this role remit. The council are keen to drive and "Value For Money" based culture with their providers. Specifically, the Placements team has a work stream within the overall Children's services Transformation Plan


Duties:

  • Provide strategic leadership within the Children, Families and Education Directorate to develop, manage, implement and monitor both specific and cross-cutting commissioning strategies, intentions and implementation plans

  • The post holder will be accountable for the involvement of stakeholders to ensure service providers, commissioners, service users and their carers have a strong voice in all areas of service planning, commissioning and the delivery of services

  • The post holder will also be responsible for ensuring the achievement of improved outcomes for the children and families by developing and implementing a cost effective and inclusive commissioning process within statutory guidance

  • Support operational staff, including Service Managers in other departments, so they have the confidence and capability to ensure providers are effectively performance managed and held to account in delivering the commissioned outcomes set

  • Be responsible for the Placements and Commissioning Service which will include the Fostering Service, the Adoption team and the Placements team

  • Managing in-house placement provision for Looked After Children (LAC), commissioning external high cost care and placements, negotiating contracts that are part of a framework and other commissioning approaches so that good quality services are procured that provide value for money


Requirements:

  • A recognised and relevant professional social work qualification (Degree / Diploma in Social Work).

  • Qualified HCPC registered Social Worker

  • A strong leader, with extensive experience acting at a minimum of Service Manager level
