The pay rate for this locum Assistant General Manager job is £51.69 per hour (Assignment rate) and is an ongoing contract.


  • Support the General Manager to deliver the Trust’s operational plan and strategic framework
  • Be responsible for the operational management of Mental Health services, ensuring effective and efficient use of allocated resources to provide a service organised around the needs of patients
  • Work in collaboration with the Head of Nursing, Medical Lead and Corporate Managers to ensure effective performance of teams, high quality governance, workforce planning, emergency planning and on-going business development
  • Promote a culture of innovation, involvement and quality improvement
  • Provide operational management and leadership to the Mental Health Services with support from the General Manager to deliver the operational plan and operate a clear accountability framework
  • Work with the General Manager to develop, implement and monitor quality and performance measures across the services
  • Ensure issues are escalated appropriately where required for support and action to ensure timely delivery of objectives
  • Support the General Manager to identify and implement innovative solutions to address key Care Group issues, including workforce risks in hard-to-recruit areas and use of Agency staff
  • Leads on delivery of actions that realise benefits for the and long-term efficiency and productivity
  • Ensure services are provided in a safe and well governed way, ensuring risk management strategies are implemented and monitored including risk register maintenance and management of incidents
  • Ensure that successful clinical governance structures are embedded into the way the Trust delivers services to provide assurance about the quality of services and patient safety
  • Implement corporate operational policies including staff training and attendance and provide daily, weekly and monthly reports to the senior leadership team and teams across the care group
  • Escalate exception reports to the General Manager and Senior Leadership Group for further support
  • Take a lead in area of responsibility for the management of Serious Incident investigations, complaints management and disciplinary investigations
  • Take a lead service wide for emergency planning and business continuity plans
  • Engage teams, Team Leaders and Service Managers in the Trust’s vision, plans and quality improvement processes
  • Take a lead for your service area in delivering quality improvement processes
  • Ensure sound financial management of services through delegated budgets and support from the General Manager and Finance team
  • Work with the General Manager to ensure budget plans are delivered, accounted for and reported appropriately
  • Manage, lead and develop services in response to commissioning specifications, contracting, national quality standards and best practise
  • Deliver high quality services and work with the General Manager and others to provide assurance that services meet the appropriate internal and national quality standards
  • Work with the General Manager to systematically review services and their development and redesign to fulfil service needs

Requirements of the Assistant General Manager:

  • Relevant health or social care post graduate professional qualification
  • Be familiar with and comply with current infection prevention and control, guidelines, policies and procedures
  • Be appraised in relation to infection prevention and control
  • Masters Level or equivalent experience
  • Appropriate management and professional qualification or equivalent experience
  • Project management qualification or equivalent experience
  • Willing to undertake training as required
  • Extensive experience of operational service management at a senior level in mental health services
  • Experience of leading the provision of clinical services
  • Able to influence and engage at all levels within the Trust and across the health economy
  • Experience of managing service budgets, contributing to strategic and operational business plans linked to a financial strategy
  • Experience of working with governance procedures and quality assurance
  • Understanding and experience of risk management and assurance processes
  • Track record of delivering service improvements and redesign
  • Experience of preparing for and managing emergency planning situations
  • Experience of leading and managing complex organisational change procedures
  • Experience of workforce planning and conducting HR procedures
  • Experience of working collaboratively with multi agencies/partners
  • Experience of employing quality improvement methodology and leading quality improvement projects
  • Understanding of priorities in the NHS and the complex transformation agenda
  • Strong knowledge around clinical governance
  • Strong knowledge around emergency planning processes and requirements
  • Strong understanding about risk processes and assurance
  • Strong knowledge of performance and quality improvement processes
  • Highly effective communication and relationship skills
  • Ability to develop and maintain relationships with internal colleagues and external stakeholders
  • Ability to make daily judgements around service delivery and competing demands for resources
  • Ability to make sound operational management decisions
