Duties:

  • Take responsibility for coordination and management of all matters relating to structural and fire safety in in-scope buildings to meet current and forthcoming legislative requirements
  • Deliver the regulatory requirements of the Building Safety Act and Fire Safety Act to provide an effective and efficient building safety service to Higher Risk Buildings and ensuring compliance with and implementing the required changes detailed in building safety legislation
  • Oversee the safe management of SCC high-rise (and/or higher-risk) residential buildings within the Housing Management building stock
  • Oversee the implementation of controls in respect of structural and fire safety on a day-to-day basis
  • Effectively manage safety within the designated in-scope blocks to which the role relates
  • Ensure that controls are implemented in respect of building work carried out in the in-scope blocks to which the role relates
  • Engage with colleagues who are responsible for managing projects undertaken within the in-scope buildings
  • Assist with the development and implementation of Building Safety Cases being prepared by the fire safety team, and to ensure their effective maintenance and management post-implementation
  • Manage resident engagement within high-rise and/or higher-risk in-scope buildings, particularly in ensuring that safety concerns are recorded, monitored and dealt with appropriately
  • Ensure that planned, preventive maintenance is carried out within the in-scope blocks to which the role relates
  • Engage with relevant Housing Management staff to ensure that roles are performed effectively in accordance with the Corporate Fire Safety Policy
  • Oversee the successful implementation of corrective actions arising from fire risk assessments and audits
  • Ensure that facilities for use by the fire and rescue service are effectively managed and maintained
  • Perform any other reasonable tasks that ensure the effective management of premises for which the role is responsible, to the fulfilment of our customer service objectives and in compliance with the Fire Safety Legislation
  • Support the Fire Safety Lead in delivering our strategic objectives, by driving business improvement and regulatory compliance within the Safer Homes function

Requirements for the Building Safety Manager role:

  • Qualifications: A degree in a relevant field such as Building Engineering, Construction Management, or Occupational Health and Safety is typically required. Additional certifications in health and safety management, such as NEBOSH or IOSH, are highly desirable
  • Experience: A minimum of 3-5 years of relevant experience in building safety management or a related field is usually required. Previous experience in construction, property management, or facilities management is advantageous.
  • Knowledge: Comprehensive understanding of building regulations, health and safety legislation, and relevant codes of practice in the UK, including the Building Regulations 2010 and the Health and Safety at Work Act 1974.
  • Risk Assessment: Proficiency in conducting risk assessments and implementing control measures to mitigate risks related to building safety hazards, such as fire safety, structural integrity, asbestos management, and hazardous substances.
  • Communication Skills: Excellent written and verbal communication skills are essential for effectively communicating safety policies, procedures, and guidelines to stakeholders, including building occupants, contractors, and regulatory authorities.
  • Leadership Abilities: Strong leadership qualities to lead a team of safety professionals and coordinate building safety initiatives effectively. Ability to inspire and motivate others to prioritise safety in all aspects of building operations.
  • Problem-Solving Skills: Proven ability to identify safety issues, analyse root causes, and develop practical solutions to address them. Experience in incident investigation and implementing corrective actions to prevent recurrence.
  • Regulatory Compliance: Demonstrated knowledge of regulatory compliance requirements and experience liaising with local authorities, fire departments, and other regulatory bodies to ensure building safety standards are met.
  • Emergency Preparedness: Experience in developing and implementing emergency response plans, conducting drills, and training staff on emergency procedures to ensure swift and effective responses to incidents such as fires, natural disasters, or other emergencies.
  • Attention to Detail: Meticulous attention to detail to conduct thorough inspections of building systems, equipment, and facilities to identify potential safety hazards or compliance issues and take appropriate corrective actions.
  • IT Skills: Proficiency in using relevant software tools for safety management, such as risk assessment software, incident reporting systems, and Microsoft Office suite for documentation and reporting purposes.
  • Continuous Improvement: Commitment to continuous professional development and staying abreast of emerging trends, best practices, and advancements in building safety technology and regulations to enhance safety protocols and procedures accordingly.
